Ciaran Martin and Philip Rycroft in conversation with Chris Deerin

The scene is set for a constitutional stand-off over the course of this parliament, with significant implications for the relationship between Holyrood and Westminster, and the likelihood of legal as well as political battles.
 
These issues, as well as the lessons learned from the referendums of 2014 and 2016, were discussed at a Reform Scotland event with:
 
Ciaran Martin, Professor of Practice at the Blavatnik School of Government at the University of Oxford. Professor Martin is a former Director of Constitution in the Cabinet Office, where he oversaw the agreement for arrangements for the Scottish independence referendum in 2014.
 
Philip Rycroft, former Permanent Secretary of the Department for Exiting the European Union, responsible for leading its work on preparations for Brexit. Mr Rycroft was also head of the UK Governance Group in the Cabinet Office, with responsibility for advising ministers on all aspects of the constitution and devolution.
 
The event, held over Zoom on 8 June 2021, was chaired by Chris Deerin, Director of Reform Scotland.
