Reform Scotland’s second annual dinner was held on the 8th March at which the main speaker was Liberal Democrats Deputy Leader and Shadow Chancellor Dr Vince Cable MP. 
Dr Cable spoke about the economy and in particular the future of the financial services industry in Scotland. The event was held at the Signet Library for 200 people including senior businessmen, politicians and journalists.

Title:  Does the recession affect the case for fiscal powers?

Reform Scotland hosts a debate in which leading speakers from the Scottish Liberal Democrats and the independent think tank will discuss the Scottish Parliament assuming greater responsibility for raising the money it spends against the backdrop of the current economic climate.

Reform Scotland hosts a debate in which speakers from the independent think tank and the Conservative Party will discuss how public services in Scotland could be reformed in light of the current state of the UK’s finances and likely future budget constraints.

How the constitutional settlement in the United Kingdom should develop following devolution remains a highly controversial issue, particularly in Scotland, where it will dominate much of the debate in the run up to the UK General Election in 2010 and Scottish Parliament Elections in 2011. However, this is an issue that affects all parts of the United Kingdom and will be decided by the next Westminster Government. Therefore, it needs to be part if the UK debate as well as that in Scotland.

Reform Scotland and Reform, as sister organisations, have come together to organise this debate to give speakers from different parts of the United Kingdom and different perspectives the opportunity to discuss the future relationship between the countries of the United Kingdom. Should we preserve the Union of should the constituent parts go their own separate ways and do we need a referendum to decide this issue? If the Union is to continue, is the current settlement working or do we need to go further by embracing some form of federalism or devolving further powers, particularly financial powers, as proposed by the Calman Commission in Scotland? Is there a need for a body which represemts purely English interests to ensure fairness to all parts of the United Kingdom?

There will be two sessions - the first involving representatives of the four main Scottish parties at Westminster and the second looking at the issues from a wider UK perspective. Both sessions will involve short presentations followed by questions to the panel from the audience.
